Driving a lorry in Kent: Operation Brock, Dover TAP, truck stops and fines

Kent has rules and queues no other county has. What new lorry drivers need to know about Operation Brock on the M20, the Dover TAP on the A20, where you can and can't park overnight, the Dartford Crossing, and the border checks at Dover and Folkestone.

Checked 17 October 2026.

Short answer

When Channel traffic is heavy, Operation Brock turns the coastbound M20 between junction 8 (Maidstone) and junction 9 (Ashford) into a lorry queue for Dover and Eurotunnel traffic. Lorries of 7.5 tonnes and over heading for the Channel must use it, and avoiding it can mean a £300 on-the-spot fine. Near Dover, the TAP holds port lorries in the left lane of the A20 at 40mph.

Park overnight at a proper truck stop. In Ashford, lorries parked on the A20 or the Sevington and South Ashford estates between 8pm and 7am, or at weekends, are clamped. Carry food, water, blankets and any medication in case you're stuck in a queue.

Operation Brock

  • How it works. A steel barrier is put in overnight. Dover and Eurotunnel lorries join at M20 junction 8 and queue on the coastbound side between junctions 8 and 9, about 13 miles. All other traffic, including local lorries, uses a contraflow on the London-bound side, with a reduced speed limit.
  • Who must use it. Heavy commercial vehicles of 7.5 tonnes and over on cross-Channel journeys. Local deliveries in Kent aren't in the Brock queue.
  • Permits. When lorries are being held, Dover-bound freight collects a permit at the front of the Brock queue, and it's checked at the Dover TAP. Kent Prepared says: "No permit means No access to the Port of Dover." A lorry without one is sent back to M20 junction 7. Qualifying Kent hauliers get a Local Haulier Permit that skips the Brock queue (but not the TAP) without applying.
  • Fines. Breaking the Brock rules, for example using local roads to dodge the queue, is a fixed penalty offence with a £300 penalty. Kent Police and DVSA can issue it at the roadside.
  • When it runs. In 2025 and 2026 Brock was in place at Easter, over the late-May half-term and through the summer holidays, and in 2025 for the week before Christmas. Summer 2026's ran from 14 July to 17 August. It wasn't in place when we checked on 17 October 2026.

The Dover TAP

The TAP has run on the A20 since 2015. Port-bound lorries must stay in the left lane from the Roundhill Tunnel to the port, and at busy times traffic lights at the edge of Dover hold them until there's room. Lorries in the right-hand lane are turned back. A 40mph limit applies to all traffic, enforced by cameras and police, and drivers can be prosecuted for leaving the cab, sounding the horn while stationary or dropping litter. In summer 2024 it was switched on 22 times.

In July 2026, Kent County Council secured £20 million to rebuild the border controls in Dover's Eastern Docks with queuing space for more than 500 lorries inside the port. The council expects that to cut how often Brock and the TAP are needed by up to 80% in normal conditions. No start or finish date has been published.

Border checks at Dover and Folkestone

  • EES. The EU's Entry/Exit System has been fully running since 10 April 2026, and lorry drivers were the first to use it, from 12 October 2025. On your first crossing with a UK passport, French officers take your fingerprints and photo before you leave the UK. The record lasts 3 years. Drivers with EU passports don't register.
  • 90 days in 180. UK drivers can spend up to 90 days in any 180 in the Schengen area, and EES now counts them automatically. There's no exemption for professional drivers yet.
  • ETIAS, the EU travel authorisation, isn't running and has no start date. When it starts, it will cost €20.
  • Even though most Dover lorry drivers hold EU passports, lorries can still get stuck behind tourist queues. In the May 2026 half-term, tourist queues reached about 4.5 hours.

Where you'll get clamped

Ashford Borough Council bans lorry parking from 8pm to 7am, and all day at weekends, on the A20 between Charing and M20 junction 10, Orbital Park and Ashford Business Park in Sevington, Wotton Road and the Ellingham Industrial Estate. Lorries there are clamped and given a penalty charge notice: 399 were clamped in the first five months of 2024. Kent County Council's wider lay-by clamping trial ended in 2021. The Dartford Crossing

  • Lorries with more than 2 axles pay £8.40 (£7.20 with a pre-pay account). Two-axle goods vehicles pay £4.20 (£3.60). Crossing between 10pm and 6am is free.
  • There are no barriers: pay by midnight the day after you cross. Miss it and the fine is £70, cut to £35 if paid within 14 days and raised to £105 if left unpaid, plus the charge.
  • If you drive an agency or company lorry, check who pays, and whether the vehicle is on an account.

What to keep in the cab

Kent Prepared tells hauliers to have "food, full drinking water tanks or bottled water, blankets, and any essential medication" on board, and to rest before entering Kent. Take your statutory breaks at a truck stop, not in a Brock queue. Drivers' hours rules.

Bridges and weight limits

Kent County Council doesn't publish a list of low bridges. Know your vehicle's height and obey bridge signs. Weight limits go by the lorry's plated weight, so an empty lorry is still banned. If you hit a bridge, call the number on the bridge sign, or 999 if there isn't one. KCC, bridges and limits.

Common questions

What is Operation Brock?

A contraflow on the M20 between junctions 8 and 9 used when Channel traffic is heavy. Lorries of 7.5 tonnes and over heading for Dover or Eurotunnel queue on the coastbound side, while other traffic uses a contraflow on the London-bound side.

What is the fine for avoiding Operation Brock?

£300. Breaking the Brock rules, such as using local roads to avoid the queue, is a fixed penalty offence. Kent Police and DVSA can issue it at the roadside.

What is the Dover TAP?

A system on the A20 that holds port-bound lorries in the left lane from the Roundhill Tunnel, with traffic lights releasing them into Dover when there's space at the port. A 40mph limit applies.

Where can lorries park overnight in Kent?

At truck stops such as Ashford International Truck Stop (M20 J10), Folkestone Services (M20 J11), the Motis truck stop at Dover's Western Docks, Dover Truck Park at Whitfield, and Maidstone and Medway services. Ashford clamps lorries parked overnight on the A20 and nearby industrial estates.

How much is the Dartford Crossing for an HGV?

£8.40 for a goods vehicle with more than 2 axles, or £7.20 with a pre-pay account. Two-axle goods vehicles pay £4.20 (£3.60). It's free from 10pm to 6am.
